Overview
The Cost and Price Analyst will provide cost and price analysis support for the Contracting Office.
Responsibilities
Specific tasks include, but are not limited to:

Perform detailed reviews, fact-finding and analysis of contractor proposals.
Prepare and/or assist as needed the negotiation objective for contract administrators, contract specialists and contracting officers.
Provide recommendations regarding allowability, allocability, and reasonableness of cost elements in accordance with applicable laws, regulations, guidance and internal processes.
Perform proposal adequacy determinations in accordance with FAR Part 15 guidance on all contractor proposals prior to initiation of reviews, providing recommendations to the Contracting Officer.
Review and incorporate technical analysis/audit/financial/actuarial reports into a consolidated pricing report.
Prepare DoD Weighted Guidelines in determining recommended profit rates for Contracting Officer review/approval.
Provide analyses/recommendations as required by Contracting Officer during negotiations/discussions involving technical and price/cost issues pertinent to the administration of a contract.
Record findings and prepare pre/post-negotiation memoranda as required by law, regulations, guidance and internal processes.
Contractor Cost and Price Analysis support work Support workload shall be managed, assigned, and submitted in accordance with local contracting division policy.

Qualifications
Required:

Eligible for Public Trust
A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.
5 yrs. of direct Federal procurement experience in GS-1102 series (or similar) capacity.
5 yrs. knowledge of all phases of acquisition management.
5 yrs. knowledge of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
3 yrs. knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimates expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
3 yrs. knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
Specific knowledge of FAR and DFARS Parts 15.4, 30, 31 and 32.
Ability to interface with senior Government and industry officials in a supporting role to the Director of Procurement.
Excellent written and oral communications skills sufficient to provide clear concise communication and documentation.
Experience working with Microsoft Office Excel, Word, SharePoint, Outlook, Project, and PowerPoint, as well as Adobe Acrobat.
