POSITION SUMMARY: * Provides complete and accurate facility and infrastructure cost estimates. Interfaces with customer-civil engineering\/contracting management personnel as required resolving Kirtland AFB engineering services customer support issues. Accomplishes other administrative tasks as required to ensure effective contractor civil engineering services customer support to Kirtland AFB.Manageand oversee engineering cost estimates for design, design-build projects.Manage and oversee construction from any source offunding and with any execution agent. * MAJOR JOB ACTIVITIES: * 1. Developmentcost estimates for new buildings and other facilities 2. Conductingresearch on design specifications 3. Directingthe work of others in the Facilities Support Group 4. Preparingwork schedules to meet deadlines on assigned projects 5. Evaluateroads and buildings and submit data to help establish and annual budget forbuilding and road repair 6. Prepareestimates and statements of work (SOW's) for infrastructure maintenance and developmentprojects 7. Preparequarterly reports to calculate energy savings. 8. Perform qualitative and quantitative research anddata gathering and identify key themes, trends, and opportunities from complexdata sets. 9. Capture,synthesize, and summarize key points from interviews, focus groups, andinternal meetings, translating insights into draft deliverables and products. 10. Developcreative and innovative solutions to client issues and project approaches. 11. Developaccurate and complete staff documentation to support project execution andcompletion. 12. Ability tothink conceptually and strategically and learn quickly; critical thinker,analyst, and active listener. 13. Ability tomeet deadlines, adhere to project plans, ensure any conflicts are brought tothe attention of the management team, and multi-task and work on severalprojects simultaneously. * MATERIAL & EQUIPMENTDIRECTLY USED: * Personal Computer operations andother general office equipment.May be exposedto potentially hazardous conditions that require wear of hard hats, gloves,steel toed boots, hearing protection, safety glasses and other personalprotection equipment (PPE); may be required to push, pull and lift heavyequipment. Use of portable radio or cell phone to maintain contact andaccountability of work activities. * WORKING ENVIRONMENT: * Workwill be indoors and outdoors. Exposure to heat, cold, dust, noise, chemicalsmay occur. Overtime and shift work may be required depending on contractualneeds. Employee must comply with allFederal, State and Local regulations and published Company work rules as wellas written instructions. Task specific work environment training will beprovided as required.Must be able to lift\/push\/pull 50 lbs. May be required to do field verification by walkingacross grounds, working in mechanical rooms of facilities, climbing on roofs * MINIMUM QUALIFICATIONS: * * Education\/Certifications * : Bachelor's degree. Have and maintain a Certified Professional Estimator certificationfrom the American Society of Professional Estimators. Alternate, equivalentcertifications from other sources may be accepted. Have and maintain Tier III (Advanced) Air Force Certified CostEstimator certification from the Air Force Institute of Technology (AFIT)and\/or attend this training within 60 calendar days of hire. * Experience * : Have a minimum of 2 years experience in facility cost estimationpreferred. * Skills * : Familiarity with USAF civil engineeringprocesses\/procedures is highly desirable.\u2028
